According to the "national medium and long-term educational reform anddevelopment plan (2010-2020)" and "Yunnan Province medium and long-termeducational reform and development plan (2010-2020)" and other laws, more andmore attention was paid to the balanced development of compulsory education whichis considered as top priority of current education development in our country. EthnicMinority Autonomous County’s compulsory education is a weak link in the processof development, which should be paid more attention to, the poor school conditions,weak hardware facilities, poor management level and school-age children’s languagebarrier of ethnic minority became the bottleneck which would influence thecompulsory education balanced development of the whole country.The main purpose of this study is putting forward suggestions for the balanceddevelopment of compulsory education’s practice, based on the particularity of EthnicAutonomous County. Provide theoretical reference for study, through collecting、sorting, refining, digesting and absorbing literature. Through the analysis andintegration on the data of Gongshan County’s compulsory education balanceddevelopment, on the basis of it, discussing problems that emerged in the process ofGongshan County’s compulsory education balanced development, and puttingforward the corresponding policy suggestions, and providing some reference for otherethnic minority autonomous county. The article is divided into five parts:The first part is introduction. The thesis includes the introduction of the researchbackground and its significance, summarizes the existing literature to pinpoint theresearch methods.The second part is theoretical thinking of the balanced development ofcompulsory education. It mainly includes the theoretical analysis of the balanceddevelopment of compulsory education’s theoretical basis and education resourcesallocation, to define the theory support for the research problem.The third part is the current situation of Gongshan DuLong and Nu EthnicAutonomous County ‘s compulsory education balanced development. Including economic development level, social environment, geography, the size of the runningschool, hardware configuration, teachers constitution.The fourth part is reason analysis of Gongshan DuLong and Nu EthnicAutonomous County ‘s compulsory education non-balanced development. Includingthe analysis of common factors and special factors.The fifth part is the strategy of Gongshan county ‘s compulsory educationbalanced development. Including improving understanding, clearing the position ofdeveloping education; improving the conditions for running schools, enlarging highquality education resources; strengthening education management, ensuringexpenditure; strengthening the development of school-based curriculum, popularizingpreschool education.
