Education fair is the important foundation to realize social fairness, is also a basic approach to eliminate the fact that inequality between nations. Compulsory education in ethnic minority areas not fair is the important obstacle of the development of ethnic areas, is a comprehensive, multilevel, has the characteristics of the overall correlation and dynamic balance. Therefore, using the principle of education ecology helps to understand the regularity of ecological education system itself, and the dynamic relation between education system and social system, the unfair education research into the deep. Based on this understanding, this article selects the compulsory education phase of enshi human fluorosed several representative school as a case, through the field investigation, embarks from the education ecology view, consider the fair compulsory education in ethnic minority areas.First, analyzed the education system of four basic elements, namely teach to teach a teacher, the students being taught, education law and education environment of the present situation and the correlation between, the perspective of human fluorosed compulsory education stage there are a lot of unfair phenomena. Two groups of leftbehind students and female students, showing the plight of the learned; Structure aging from teachers and teachers’ imbalance between urban and rural areas two aspects discusses the difficult situation of the learned; From two aspects: natural environment and social environment of mountain were analyzed various unfavorable factors of education environment; Embarks from the education law, show mountain education single pattern and education content, education efficiency is low.Secondly, from the natural environment, economic conditions, education resources, cultural level, and analyzes the five aspects, such as market economy restrict xianfeng county area compulsory education.Finally, on this basis, the four elements around the education ecology, from the universality and particularity of education, collaborative and developmental aspects to explore the path of the compulsory education fair in national regions, and then put forward the corresponding policy recommendations.On the structure, this paper consists of five parts. The first part is introduction, introduces the research origin, literature review at home and abroad, the research purpose and meaning, research object and the train of thought, research methods and research innovation; The second part of the selection of human fluorosed several representative of the school as a case, from the education ecology perspective, through the education system of four basic elements that teachers, students, education environment, education law describes the present situation of compulsory education fair; The third part expounds the plight of the county area compulsory education fair in national regions; The fourth part to find the problem and analyze the reason; The fifth part from the education ecology view put forward the stage of compulsory education in ethnic minority areas the measures of realizing fair education, compulsory education fair to promote the national regions.
