Research On The Construction Of Emergency Management Plan System For Students In Higher Normal Colleges

In recent years, with the rapid development of higher normal education in China,the number of college students also has a rapid rise. With the constant expansion ofthe normal university, unstable factors affecting the development of normal universityhave increased gradually, and constant emergencies relating to colleges students haveoccured frequently, all of which have been making serious impact on the sounddevelopment of the college. Without a strong sense of crisis and a rigorousmanagement, grave incident is prone to caused. In this context, the normal universityadministrators come to realize the importance of emergency management in thecollege daily management. How to strengthen the emergency prevention, establishand improve the emergency management plan system, and avoid the occurrence orexpansion of the crisis, are the most important task of the college emergencymanagement.From the perspective of crisis management, through sorting out the relevant theoretical research of college emergency management, combining with the investigationon the current constructed situation of the emergency management plan system of Yunnan Normal University student, this study analyses the definitions, principles, methods of the college emergency management, and the significance, principles, structure, steps and methods about building a plan system in depth, explores how to carry out the college students emergency management system further, and conceives the construction of emergency plan system of Yunnan Normal University.First of all, the paper introduces the reason, significance, research status and research methods of this. Secondly, it sorts out and expounds the concept of the emergency management of college students and the construction of emergency planning system, the types and causes of the emergency respectively. Thirdly, through questionnaires and interviews, it analyses the current constructed situation of the emergency management plan system of Yunnan Normal University student, and sorts out the existent questions. Finally, to direct at these questions, it points out that the emergency management of college is bound to cultivate the safety awareness of students, improve the emer gency management system, establishment of emergency response plan scientifically, investigate the school security risks in time, establish the warning system, make a solutions programme with delay, guide the public opinion direction correctly, do psychological counseling afterwards and so on. Meanwhile, on the basic of the construction of emergency planning system and its utility, it conceives an idea that emergency planning system is not a simple integration, but a system which is made of the plan, organization system, operation mechanism, legal infrastructure and support systems.
