Research On The Evaluation Of Emergency Management Capaticy In University

With the facilitation of our country’s reform and opening, the domestic education career also has developed to a certain extent, the environment of which is undergoing dramatic changes. At the same time, emergencies in universities occur continuously and show a trend of growing. These events are doubtlessly stumbling blocks in the advancement process of education career which are hard to avoid, making universities faced with huge losses. So it is an important task for colleges and universities to strengthen the construction of emergency management and improve the level of emergency management. Targeted at the ability of emergency management evaluation and coping strategies, this article carried out detailed analysis work on contingency theories, the evaluation indexes of emergency ability and improving counter-measures. Specific contents are as follows:(1)First, this paper analyzes the factors which influence emergency ability of colleges and universities, and sets up an emergency management capability index system including six first-level indicators and twenty two second-level indicators covering commanding, controlling, planning and material guarantee ability in accordance with the principles and with the reference of corresponding process.(2)Based on a lot of subjective problems such as personnel, information, emergency plan formulation and the response of emergency management of colleges and universities, this paper calculates weights of emergency management ability indexes, the research work of which is on the basis of fuzzy mathematics theory combined with the improved triangle fuzzy number to, preparing for emergency management capability evaluation of colleges and universities.(3)After the emergency management capability evaluation index system and weights were determined, this paper constructs the evaluation model of emergency management ability using improved grey analytic hierarchy process(AHP). Finally, taking a university as an example, this paper carried out specific evaluation work on the school’s assessment of the ability of emergency management using the model which is established in this paper. And reasonable policies and suggestions are put forward on how to improve the school’s response capacity of emergencies at the end of the article.Research on emergency management capacity evaluation in this paper supplements and perfects the quantitative evaluation theoretical framework of emergencies management in colleges and universities further, making the evaluation method more theoretical and providing a reliable tool for the related departments of government and the universities. Universities can know their own weaknesses in emergencies management and improve their capacity by scientific and reasonable measures.
