The idea of Lifelong Education gained very high international attention from thebeginning until the recognition of the whole world, and the Non-formal Education isthe essential approach to practice the Lifelong Education. The Community LearningCenter (CLC) is a form of Non-formal Education with the great impact of practice forthe idea of Lifelong Learning and complete for the goals of Education for All by thehighly promotion of UNESCO.The function of the Community Learning Center(CLC) is well-developed for Literacy Education and the training of practicaltechnology in rural areas,its experiences were promoted highly in the developingcountries.The National Culture is the precious wealth which is created in the long-termprocess of the productive practice by the various nationalities.With the developmentof globalization and economic integration,the national culture of the ethnic people isweakened gradually in the immersion of social development.Education is theeffective approach for inheritance of ethnic culture with its educational function. Thetheoretical discussion and practical research are emerging in an endless streamrecently in the areas of school education, social education and family education.There are many problems existed in the inheritance of ethnic culture by theeducational approach based on the various perspectives.Therefore, the main idea inthis study is, the Community Learning Center (CLC) is able to play a major role inthe inheritance of ethnic culture based on its sensitiveness of the needs and closer ofthe needs content.This study takes the Community Learning Center (CLC) of Mangjing Village as anexample in Lancang County of Yunnan Province. The expectation of this study is toprovide the positive reference of the inheritance of ethnic culture for other ethnicareas, based on the analysis of idea of CLC, object, content and ways of theinheritance of ethnic culture, and further analysis of the operational mechanism,achievements, issues and solutions and the strategies of the inheritance of ethnic culture will be produced by the Community Learning Center (CLC).The study found, the Community Learning Center (CLC) of Mangjing Villageinherits many of the material culture and non-material culture of Bulang EthnicGroup through various learning activities such as ceremony performance, chantingrace and teaching orally, they also have other activities such as cultural bookletedition, cultural protection organization, example demonstration and the center ofradiation.The operational mechanism is formed which is the circulatory structure of thecultural inheritance from the educators to the learners through ethnic culturalactivities based on the goals of ethnic cultural inheritance, needs promotion andresources supporting and further needs content. In the operational mechanism of theinheritance of ethnic culture in the Community Learning Center (CLC) of MangjingVillage, the obvious characteristics are the following aspects, firstly, the headmanprestige plays an important role in the CLC; secondly, internal needs of CLC highlyfit with external needs; thirdly, CLC interacts with the authority positively; fourthly,CLC managers can overlap highly with village managers; fifthly, the competence ofresources integration is very strong.
