Culture is the spiritual nourishment of a country survival and the important supportof a social stability and development. Ethnic culture is an integral and important part ofChinese national cultural. The effective inheritance of ethnic culture is the premise ofthe continuation and development of the nation. It is also the solid foundation ofChinese culture stands in the forest of the world culture. Therefore, the inheritance anddevelopment ethnic culture is one of the most important tasks in currently. As the mainpositions of inheritance of ethnic culture, ethnic higher education plays an importantrole in inherit and carry excellent national culture, preserve and maintain the diversity ofethnic culture, enrich and innovate Chinese national cultural, and promote theacculturation between traditional ethnic culture and advanced cultural. It is provide agood environment and platform to preserve, heritage and innovate the ethnic culture.Inclusive education insists on the concept of human rights, equality, democracy,values, education. This research integrates inclusive education into the study on theethnic higher education and inheritance of ethnic culture. It hopes analyze the currentproblem of ethnic higher education system in a new theoretical perspective, and searchoptimize strategy to solve the problem of ethnic higher education system as a whole.This optimize strategies can contribute to the effective inheritance of ethnic culture,promote the common prosperity and development of ethnic culture, promote theconstruct of a harmonious society. First of all, this research analyzes the relationshipbetween the ethnic higher education and inheritance of ethnic culture. It pointed out thatthey have two-way relationship of promote and mutual restraint each other between theethnic higher education and inheritance of ethnic culture. Secondly, this researchsummarizes the results of questionnaires and personal interviews that followed byminority college students of three universities in minority areas. The results ofquestionnaires and personal interviews have more comprehensive analysis of thecommonly problems and special demands which minority students had met in theprocess of rapid social change. Following this results, this research explore the currentdifficulties of the ethnic higher education in the process of inheritance of ethnic culture.Finally, this research proposes that it can whole optimize the ethnic higher educationsystem in following six strategies: build the inclusive campus to adapt to the multi-ethnic cultural needs of the material facilities, the cultural system‘people-oriented’, the spirit cultural of ‘cultural of care’; strengthen the teachertraining and increase the input; build inclusive curriculum system with ethniccharacteristics; implement a variety of teaching tools and methods; adjust theprofessional and structure of ethnic higher education; establish the performanceappraisal system of inheritance of ethnic culture; make legal laws and regulations ofethnic education. These strategies can provide a good environment for effectiveinheritance and development of ethnic cultural. This research has far-reachingsignificance for national unity, national stability, national cultural common prosperity,social harmony and stability.
