Regional development model is one of the three practical models of commumty work. This model is from the individual, social structure, motivation, development and changes of four hypotheses, especially emphasizing on community development. It is designed to use a professionalsocial work skills by community workers to organize effectively and guide residents toparticipate in community affairs actively, so that the member of this commumty can raise awareness of individual ability, harmonious relations between people, the whole sense of community belongingness, and so on. Every aspect of the community has developed harmoniously in varying degrees.This article is based on a case about a village in Guan zhong area suffering from cancer, and analyzes the process of evolution of collective behaviors and community social work intervention. At the early stage of the mass behaviors we use Smelser’s Value-added Theory to analyze its fear factor when behavior occurs only at the community level,which leads to group panic, and the model of regional developing improves the resident communication. Such strategies and skills help to improve the village’s ability to help each other and boost confidence. Through customs, habits and ethics and other traditional ways, the village enhance the ability of controlling the group panic. In order to build a harmonious community, the villagers do their best to face the problem together and solve it. All panics can be removed.Through the intervention ofactivities to the two stages in community, this article discusses the effect of the regional development model in activities and elaborates the intervention of the villagers’panics from emotions, behaviors, and social controls, which demonstrates the regional development model in practice that can remove the group panic at the community level. Meanwhile, from another point of view, this articlestill summarizes and rethinks about the features and limitations of interventions in regional development model.
