The quality of higher education has been a widely concerned issue worldwide.Teachers’ teaching ability is closely related to the quality of education, so universities all over the world are trying hard to help teachers to improve their teaching. One of the main measures is to establish teaching centers, which help to promote the professional development of university teachers.This study takes Learning and Teaching centers of Taiwan universities as a research object, aimed at exploring the establishment, development and operation status including their goals, organizational design and activities carried out of those centers. And the study chooses teaching and learning centers of three typical universities in Taiwan as examples. They are National Taiwan University, Fu Jen Catholic University and National Yang-Ming University. Thus, this study tries to put forward reference and suggestion for establishing and managing a teaching and learning center.The results show: the establishment of Teaching and Learning centers of universities in Taiwan was first promoted by policies. The total history of Teaching and Learning centers in those universities are about ten years. A Teaching and Learning Center is responsible for promoting faculty professional development.Teaching and learning centers offer services for teaching and hold various activities for teaching development. According to the teaching goals and teaching resources,different universities design their own purposes, functions and activities.The author thinks, first, universities should pay more attention to faculty professional development and establish organization taking charge of teaching development. Second, universities can set the teaching and learning center according to their teaching goals and teaching resources. Third, the Teaching and Learning Centers should offer services and design various activities. Last, the centers should enrich teaching resources and help teachers to make full use of teaching technology.
