In this study, using the the questionnaire data and depth interview data of the residents’ fertility intention in new dongcheng district of Beijing in 2013, to describe the residents’ fertility intentions of the economic developed area of the capital, and to analysis the influence factors of low fertility intentions in-depth develoded in the region, and this study discussed on basis of theory.Through questionnaire survey,the mean of ideal number of the residents of dongcheng district is low, and there is no obvious gender preference of children.If don’t consider of the policy factor, the respondents generally think that the most ideal number for a family is two, it shows that China’s family planning ideas has been internalized as the residents’ inner-behavior.The depth interview show, the fertility desire of the capital area is influence by the economic development and western’ concept of marriage and birth.They are generally later marriage and later childbearing,and their ideal age of marriage and birth is late than the legal age,so the characteristic of modernization is obvious.Our traditional concept of marriage and birth is still exist, but they generally accept the phenomena of new concept of marriage and birth now in our country.The primary factors that affect the dongcheng district residents fertility intentions are economic income, this is the key reason to its birth or less barren.The policy factors is no longer the first factor,and it’s just play a inducement factor.In addition, child care and housing problems is also the main factors that influencing the fertility intentions,and even higher than that the policy.Residents mentioned the main problems affecting theirs’ birth concept also include their children’s education problem, not only their children’s education costs, also the corresponding education resources.Thus,in the economic developed district-dongcheng district,the residents’ fertility behavior has been very rational, and their fertility concept basically completed the transition from the traditional birth ideas to modern.The second demographic transition phenomenon has appeared in dongcheng district,but did not become the mainstream.
