| The residents have done the activities from indoors to community with the rapid transformation of our society. What’s more, the community has become the basic place for people to communicate and do the activities and has drawn the common attention of government, residents and market. The governance of community is surly the co-governance with the guidance of social governance. The new co-governance of community with the core of governance would create good policy environment and broad practical space for the launching of community services. The resident is the most important subject of community governance, thus the subject role of residents should be emphasized firstly. Moreover, the capacity of self-government, self-service and self-education should be improved.This paper illustrated the Zhangye province as research object, and analyzed the governance mode, the constitution condition of the governance subject and the operating mechanism of community co-governance. Besides, we explicated the self-government, self-service and self-education responsibilities of residents in the community co-governance by analyzing the classic case of community governance participated by the residents in D community. Guiding by the practice principle, intervention skill and profession relationship of empowerment theory, we discussed how to unite the power of community, develop the confidence of residents to solve the problems of community and improve the capacity of self-government, self-service and self-education by challenging community environment, enhancing the co-helping of neighborhoods and creating partnership between social workers and residents. Finally, we introspect the co-governance of community participated by the residents in D community, and summarize the significance of community co-governance and the methods improving the self-government capacity of residents, which might provide the methods for guiding the residents to carry self-government in the future. |
