Community Governance In Locality Development Model Study On Capacity Enhancement

Community is an important carrier of urban development and a key element of social governance.The 2022 government work report clearly points out that it is necessary to innovate and improve grass-roots social governance,strengthen community service functions,strengthen the construction of social mobilization systems,improve grass-roots governance capabilities,and promote social governance,co-governance,co-construction and sharing.Residents,as the smallest unit and key object of community governance,their willingness to participate and ability to participate play an important role in the level and quality of community governance.As one of the three major modes of community work,the regional development model mainly focuses on residents’ needs by integrating and exploring resources inside and outside the community,mobilize residents’ enthusiasm for participating in community governance,and enhancing residents’ ability to participate in community governance.Therefore,this paper takes the Y community,which is undergoing the transform of old urban communities,as an example,and investigates the ability of residents in Y community to participate in community governance through field research,interviews and other methods.In order to solve problems such as strengthening and other issues,take the regional development model as the guide,use the professional methods of social work,and take the old community renovation projects that residents are concerned about as the entry point,explore the backbone of the community,and arrange a series of activities such as design publicity,empowerment,and discussion.Improve residents’ ability to solve community problems.Based on the analysis of the current situation and reasons obtained from the investigation,this paper divides the intervention process into four stages according to the basic strategy and policy of the regional development model.;The second stage takes the old community renovation projects that residents are concerned about as the starting point,and carries out various publicity activities to awaken the enthusiasm of residents to participate,enhance their willingness to participate,and promote residents’ interaction;the third stage relies on empowerment workshops to carry out community education,inviting Expert lectures,the use of open space conference technology and other means to enhance residents’ activity planning ability,communication management ability,and negotiation ability;the fourth stage is the effectiveness verification stage for residents to participate in the improvement of community governance capabilities.The safety and environmental problems arising from the renovation of the old community are used as the medium.Through the residents’ self-discovery,self-negotiation and self-action of the problems in the process of the council,the intervention effect of the residents’ participation in the improvement of the community governance ability is tested.Finally,the social worker conducts a professional evaluation on the whole practice intervention process,intervention results,residents’ satisfaction,and social worker’s self-evaluation.At the same time,the theoretical application of the regional development model in old-fashioned communities,the role of social workers and the insufficiency of the intervention process are carried out.Reflected on the aspects of the community,and proposed to improve the listening and feedback mechanism of community governance to grasp the demands of residents;strengthen the professionalism of local social workers in the community,and give play to the role of community social work stations;form a systematic residents training mechanism in the community,and make skills training routine The three suggestions of generalization,generalization,and popularization provide new models and paths for exploring old-fashioned community governance,and promote the innovation and improvement of grass-roots social governance.
