On the contrary of "tragedy of the commons" and "prisoner’s dilemma", common resources of autonomous governance theory tries to find the solution to the common resource governance problem in different angles and ways based on a great amount of successful case in life, achieving the goal of sustainable development of common resources. As an integral element of millions of residents in daily life, the common resources in the residential area and its governance of public affairs are more worthy of attention. The result that is the same as "tragedy of commons" or achieve success in self-governance of common resources will be gotten much attention in reality.As a common, individuals’action can be affected by governance rule preference, then the decision can be influenced in follow. In the process on self-governance of common resources in real estate, residents’preference on governance rules in community can influence the decision-making, this is, the collective action in community.This paper focuses on self-governance of shared resources, taking the residential area as the specific object of study, investigating how the individual preferences or the extent of cell recognition of the governance practices affect collective action during the governance of public affairs. Firstly, this paper combines through the relevant literature, then introducing the individual preferences on the basis of existing governance practices studies, going to the research of shared resource governance issues, on which basis, made the theoretical assumptions namely the Individual district governance practices preference would have some impact of collective action, thereby affecting the level of output cell cooperation. According to theoretical assumptions, using the social and cultural dimensions of the individual operation--Power Distance, Category the Individual sample cell for three groups, Separately researching the impact of how each group of individuals governance practices preference affect collective action groups, Through a large number of sample data collection, using econometric analysis validating fully on theoretical assumptions and combing with realistic background, finally come out the conclusion of this article.
