Impact of the regional economy, as well as teachers and personnel system conditions and other factors, Shandong Province double-qualified primary and secondary school physical education teachers play an important role in physical education in primary and secondary schools. Thus, primary and secondary education in Shandong Province double-qualified PE teachers, the status quo to the understanding and double-qualified PE teachers of physical education, knowledge and learning needs, physical education and the factors affecting the quality of PE teaching quality of its sports has important significance. In this paper,164 pairs of qualified PE teachers in Shandong province towns and rural primary and secondary schools for the survey, using questionnaires and interviews and other methods to double-qualified PE teachers causes, origin constitute the basic situation, sports cognition, physical education status quo as well as self-awareness and self-evaluation and other aspects of teaching sports to do a survey, combined with literature, mathematical statistics, research methods, findings and a detailed statistical analysis. Draw the following conclusions:1.Shandong Province primary and secondary double-qualified physical education teachers mainly in cultural studies, and the age structure of young teachers in the prime of life.2.Workload although most primary and secondary schools in Shandong Province double-qualified PE teachers work than full-time teachers, but wages have not been compared with the full-time teachers in a corresponding increase.3.Although Shandong Province double-qualified primary and secondary physical education teachers in sports knowledge and sports skills have greatly lacking, but in practice there are more than half of the double-qualified teachers do not participate in any sports training.4.Most primary and secondary schools in Shandong Province double-qualified PE teachers on the importance of physical education have a correct understanding, but mostly more emphasis in teaching literacy class.5.Shandong Province double-qualified primary and secondary physical education teachers prepare lessons situation is not optimistic, making the sport too casual teaching content, teaching methods are simple, the teaching process is imperfect, evaluation methods and content selection is not reasonable.6. Pairs of the Physical Education teachers have certain advantages in terms of communication with students, standardized classroom discipline, but there are also double-qualified PE teachers to master motor skills shortage is not an accurate demonstration and other issues.According to the conclusions, the following recommendations:1 On the double-qualified physical education teachers team building, the first, we must make the selection, the secondly, to develop a rigorous double-qualified PE teacher evaluation system, and finally to ensure that the double division Stability type of PE teachers.2 To establish a diversified approach to training, the use of "school-based training," which, combined with off-campus training methods.3 Perfect double-qualified PE teacher incentives, to develop and improve job responsibilities.4 Strengthening the importance of physical education in school leadership, improve double-qualified PE teacher awareness of the importance of sports.5 Schools should create a harmonious campus environment, providing adequate support and development in order to improve each double-qualified PE teachers teaching ability.
