To build a double-qualified teachers team that can adapt to the teaching orientation focusing on secondary vocation education, and strengthening skills and practice, is not only a key to train application-oriented talents as the society requires but also the main direction for constructing the teachers team engaged in secondary vocational education.Taking Nanjing ZJ School for instance, the author analyzes the causes of formation involved are analyzed actively and passively on the basis of analyzing current status. This author thinks that the subjective reason for lag of double-qualified teachers team in secondary vocational schools is the absence of self-development consciousness, whereas, low social class, low student source quality, deficient scientific management mechanism and insufficient cooperation between schools and enterprises are main objective reasons.Then,the auther advances some basic Countermeasures for promoting the construction of double-qualified teachers team in secondary vocational schools are elaborated. First, improve the self-development consciouse of teachers, and make double-qualified teachers develop professionally; next, improve quality and ability of double-qualified teachers team through school-based research and out-of-school introduction, and promote teachers' development by motivation system; at last, viewing from the government, the government shall exert the role of guidance for public opinion, specify standards, perfect systems, provide sufficient support in policy, give preference in economy properly, and accelerate the construction of double-qualified teachers team by improving social class of double-qualified teachers.
