Secondary vocational education is an important part not only of countryvocational education system, but also of national education. The fundamental task ofsecondary vocational education is to train application-oriented primary technologytalents in the first line of production, construction and service. The trainingobjectives need a higher requirement for secondary vocational school teachersprofessional qualities. To build a double-qualified teachers team that can adapt to theteaching orientation which focuses on strengthening skill and practice in secondaryvocation education,is not only the key to train application-oriented talents as thesociety requires but also the main direction for constructing the teachers teamengaged in secondary vocational education.This paper conducted a comprehensive and detailed study on the secondaryvocational school double-qualified teachers’ team construction, using literature;questionnaire, interview and case analysis. Firstly, the necessity of thedouble–qualified teacher team construction in secondary vocational schools wasdiscussed.Secondary, taking shanghai XD school for instance, the author analyzes thecauses of formation involved are analyzed actively and passively on the Basis ofanalyzing current status. The author thinks that the inner reason for lag ofdouble-qualified teachers team in secondary vocational schools is the absence ofself-development consciousness, whereas, deficient scientific managementmechanism, insufficient cooperation between schools and enterprises and lack ofrelevant systems are outer reasons. Last, the author presents some basiccountermeasures for promoting the construction of double-qualified teachers teamin secondary vocational schools. First improve the self-development conscious ofteachers, to make double-qualified teachers professional development; next,improve quality and ability of double-qualified teachers team throughpolicy,changing study in practice and develop the team and promote teachersdevelopment; at last, the government shall exert the role of guidance for publicopinion, specify standards, perfect systems, provide sufficient support in policy to accelerate the construction of double-qualified teachers team.The paper is constituted of five parts. The first parts is Chapter One and Twowhich include the research of background, significance of researching, the researchprocess and methods, main concept, document review. Summarize the currentunderstanding of the various double-qualified teacher connotations, clarifyingdomestic and international experience on the construction of double-qualifiedteachers. The second parts is Chapter Three and Four, using interview, questionnaire,to understand the status and explore the problems of the Shanghai XD Schooldouble-qualified teacher team construction,depth analysis of the various factorsaffecting double-qualified teacher team construction in the secondary vocationalschools.The third parts, Chapter Five,also the conclusion of the paper, includes someadvises and countermeasures of double-qualifier teachers growth form the personaldevelopment vocational colleges and point-of-view of government.
