Higher education gives a powerful impetus to the development of a country and its social progress.The quality of higher education is directly related to the quality of talent nurturing in higher educational institutions,while the quality of education offered by higher educational institutions depends on the quality of the professional quality of their middle-level administrators.Therefore,it is of great significance to appraise the performance of the middle-level administrators in higher educational institutions.A mechanism of performance appraisal not only can strengthen the awareness of self-discipline among middle-level administrators in higher educational institutions,so as to foster them to fulfill their duty and improve their professional quality and ability,but through the distribution of performance-related pay,it can also establish a mechanism of distribution and encouragement with the orientation of connecting performance appraisal with promotion,so as to boost them to share weal and woe with their schools,and advance innovation.In this way,they can link their personal development closely with the school's development,thus improving the overall quality of the school's education and talent nurturing.At present,the performance appraisal mechanism of middle-level administrators in higher educational institutions can be more scientific,more sophisticated and more comprehensive,otherwise it will restrain the development of higher educational institutions.From the four dimensions of financial affairs,customers,inner procedure,and learning and growth,Balanced Scorecards implement the strategies of an organization,converting them into a mechanism of performance appraisal composed of practicable indicators.The strategic,all-round,balanced and developmental features of performance appraisal are thus highlighted.Since the theory of Balanced Scorecards appraisal came into being,it has already spread from the Eastern countries to all fields in the world,winning widespread attention from the international society.Some enterprises and their departments both at home and abroad has also introduced the ideas of Balanced Scorecards into their performance appraisal,which achieve desirable results.It opens a new path for us to apply the method of performance appraisal with Balanced Scorecards to the management of middle-level administrators in higher educational institutions.This study innovatively applies the theory of Balanced Scorecards into the performance appraisal of middle-level administrators in Lanzhou City University.It adjusts the theory tothe strategic orientation,as well as the goals and features of performance management of the University,building a Balanced Scorecards mechanism needed for the performance appraisal of middle-level administrators in this University,so as to explore a new mode for it.It is conducive to the improvement and perfection of the method used to appraise the performance of middle-level administrators in Lanzhou City University,thus laying the foundations for further management over middle-level administrators in higher educational institutions in a scientific way and the strategic development of this school.This article is composed of five parts.Part One illuminates the background,significance and status of research,as well as the research ideas,methods,key points,difficulties and innovativeness of this article;Part Two reviews the relative theories of performance appraisal and the BSC,and the functions of Balanced Scorecards in performance appraisal in higher educational institutions;Part Three analyses the status and problems of performance appraisal of middle-level administrators in Lanzhou City University;Part Four designs a mechanism for performance appraisal of middle-level administrators in Lanzhou City University based on the BSC;Part Five concludes the study,regarding the shortcomings and proposing further study.
