The paper briefly explores the mode of funding for scientific researchprojects in universities and colleges in Zhejiang on the basis of performanceappraisal.As shown by current domestic and overseas studies,it is suggested that aspecific scientific appraisal system for scientific research projects in universitiesand colleges be established to monitor and improve project quality, and as aneffective approach, to bring the government’s role in resource allocation into fullplay. Considering the different types of colleges in Zhejiang, such asresearch-based colleges, teaching and research colleges and teaching colleges, asthey differ on their base strength, they have sepcialized skills at scientific researchprojects. Therefore,the performance appraisal system and funding ststem forgovernment financial technology funds should reflect the diversities of differenttypes of colleges.Based on plenty of information retrieval and empirical investigation ofdomestic performance appraisal of financial technology funds, compared withother creative bodies.this paper analyzes the characteristics as well as thediversities of capabilities and types in colleges and universities in taking scientificresearch projects. This paper also gives new performance appraisal of financialtechnology funds, offering judge foundation for it theoretically and methodically.This paper will give empirical analysis on part of the colleges in Zhejiang byapplying performance appraisal of financial technology funds for scientificresearch projects in Zhejiang universities and colleges. The paper takes the resultof empirical analysis to analyze the diversities on performance appraisal oftechnology funds between different types of colleges and universities as well asthe advantages and disadvantages of present mode of funding, to explore themodes of funding for financial technology funds in different types of universitieson the basis of performance appraisal.Through theoretical and empirical study on mode of performance appraisal offinancial technology funds for for scientific research projects in Zhejiang universities and colleges, aimed at different types of colleges and universities,thispaper comes up with some countermeasures from the level of government and thelevel of colleges and universities. The main achievements and innovation pointsof this paper are as follows:1. According to the timeliness, measurability, availability of datas andspecific resistance of performance appraisal system for scientific research projects,the performance appraisal system sets up seven first grade indexes: projectimplementation,project staff, project funds, project outputs, the direct economicbenefit, indirect social effects,talent cultivation. This paper also sets up21secondgrade indexes.2. The study finds that sole subjective weight determination or objectiveweight determination fails to give weight to the indexes comprehensively. Weightdetermination based on the analytic hierarchy process and entropy method can notonly respect the suggestions given by experts in this field, but also gives weight tothe indexes from the aspect of objective datas. Combination of the two methodsoffers weight to the index system and can give powerful theoretical support to thesubsequent empirical study.3.This paper gives weight determination to indexes on the basis of analytichierarchy process and entropy method and comes to the conclusion that thecombination weight of performance appraisal index system for scientific researchprojects in universities and colleges of Zhejiang. Through the comparison of fourkinds of scientific research projects, natural science projects in general colleges ofZhejiang gain the highest comprehensive score. The next is211colleges inZhejiang, then the third is humanities and social sciences projects in211collegesof other provinces and the last is humanities and social sciences projects ingeneral colleges of Zhejiang.This paper analyzes the reason for this diversity andholds the points of view that we should reinforce supervision of project processand guarantee the input of talents and project funds. Then we also need to guidethe application of the output and pay attention to the social effect of project andput emphasis on talent cultivation.
