The Research Of Wuhan Sports Leisure Operation Mechanism Under The New Public Service Theory

With the continuous development of social productive forces,the rapid growth of national economy,the continuous improvement of people's living standard,to the development of the sports leisure industry has brought the good opportunity.Wuhan green as the wuhan city circle "two type society" in the development of major projects,the planning and construction to create"happiness" in wuhan is not only an important carrier,but also the wuhan sports leisure industry development milestone.In this context,this study green road in wuhan as an example,using the new public service theory,analyzes the influencing factors of running mechanism and the present situation,finally it is concluded that the optimization of related policies,to wuhan green way of running and the development of the sports leisure industry in wuhan city,provide certain theoretical support.This research uses the literature material law,the new public service theory,sports leisure and running mechanism of detailed interpretation of the concept and the sports leisure industry operation status quo at home and abroad were reviewed and discussed;Using the method of field survey and expert interview method,collected about wuhan green and wuhan sports leisure industry development present situation of related information;To wuhan city bureau of finance,wuhan municipal bureau of statistics,and planning bureau of land and resources in wuhan city,wuhan city bureau of parks and woods,the official website of wuhan city administration functions such as collection of related data,using the mathematical statistics method,through the form of text,graph,table,etc,affecting the wuhan green way and influence factors and the present situation of the operation mechanism of wuhan sports leisure are analyzed in detail;Finally,using the logic analysis,combined with a large number of literature material,mechanism optimization strategy of the sports leisure industry in wuhan was made fully discussed.To sum up,the conclusion of this study are as follows:(1)the essence of the new public service theory,the transformation government function,pay attention to the people-oriented,and the pursuit of public interest;Sports leisure recreational activities,is the essential attribute of its features include:in leisure time,for the purpose of leisure,and by means of movement;Operation mechanism is the relationship between various factors in the system,and operation mode of mutual influence and interaction factors that affect operating mechanism include:human factors,factors and physical factors.(2)Influence factors and the present situation of the operation mechanism of wuhan green way:Human factors,managers can use the new public service theory to arm themselves,wuhan residents' income level,leisure time and participation consciousness state is strong;Wealth,for the public service government financial investment increased year by year,residents of consumer spending increases year by year;Material factors,transport infrastructure construction,complete infrastructure and service facilities planning.(3)wuhan the greenway and optimization strategy of the operation mechanism of wuhan sports leisure:Transformation of administrative functions,sets up the service concept;To speed up the relevant system construction,improve the service system;To set up the independent management,establish service standards;Play to the market operation mechanism,improve the service quality;Greater media propaganda,build a service culture.
