Research On The Construction And Operation Of Public Sports Service System In Rural Areas From The Perspective Of Social Governance

In China's current transformation,economic sphere moves into the new normal,social development ushers in the era of governance,this indicates that the economic reform is changing to social reform,social construction is the core issue of social reform,its idea is turning gradually from the social management to social governance,form involves the breakthrough on urban and rural pattern of two yuan,content points to the equalization of public services.As a kind of public service,sports should be extended to the rural field under the background of the national fitness strategy,so as to realize the enjoyment of the people.The research of rural public sports service aims to complete the objective fact,static structure and dynamic law from the description of the present situation,the exploration of the system and the operation explanation,its academic value lies in theoretical innovation,and practical significance is directly related to people's livelihood.From the perspective of social governance,the rural public sports service will move toward autonomous path from the management logic,more reflect the interests of farmers and the right to participate in sports decision-makingr,turn from a monopoly thinking into a mode of governance,advocate multiplesubject and common prosperity,form a harmonious picture that government lead,enterprise and social organization broad participate in and citizens enjoy sports services.This paper uses literature research,comparative study,logical analysis,questionnaire survey,interviews,mathematical statistics and case studies and other methods,borrowing SPSS statistical analysis software,choosing rural residents and sports staff as the research object from 10provinces(cities,districts),the following contents are discussed: the first part is the theory on study of rural public sports ervice in China,including basic theory and theoretical basis,the practice and review of the public sports service in new countryside of China,studying on the construction of public sports service system in developed countries,an analysis of the main body of rural public sports service in China;second,the construction of China's rural public sports service system,including the basic principles,the general idea and main factors,and analysing the development status,social differences,problems and difficulties of causes;third,the research on the operation of rural public sports service in China,starting from the perspective of social operation theory,the paper explains the operational conditions and mechanism of rural public sports service.Through logical reasoning and empirical research,the following conclusions are drawn:(1)The rural public sports service is the practical content of social construction and a ring of social undertakings,is an important task on the equalization of urban and rural public services,relates to the sports enjoyment realization of the villagers.(2)Foreign public(sports)service theory has experienced the emphasizing efficiency of traditional public administration,reforming government of public choice,initiating fair of new public administration,introducing market of new public management,multicultural subject of public governance and people-oriented of new public service,now,China is in the period of public governance.The construction of public sports service system in foreign developed countries includes elements of policies and regulations,site facilities,organization,funding sources and activities,and national characteristics are unique,similarities and differences are distinct.(3)The rural public sports service system has basically taken shape in new China.Operation modes had four types roughly: autonomous,monopoly,cooperative and fusion.The demand of rural public sports service is the true embodiment of democratic freedom;the decisionimplementation is conducive to the realization of farmer sports;financing channel ensure that the system inside and outside are joint to raise fund;and production management is easy to clear the main responsibility for Governance.(4)The main types of rural public sports service governance in China are the government that represents the authority,the market that pursuits efficiency,the social organization that advocate care,the autonomous village that emphasizes duty and villager individual that focuses on sharing.(5)The construction of rural public sports service system is composed of main body of supply and demand and nine elements: the facilities,organization and management,funds,policies and regulations,information dissemination,technical guidance,sports events,fitness test and supervision and evaluation.(6)Villagers' participation in sports activities is the embodiment and reflection of the development of rural public sports service;the public awareness of the rights and demand of the public sports service is strong;the government is in the stage of transition from management to service,fits with the concept of social governance,such as advocacy of social organizations in governance mode and the combination of soft and hard in governance means,individual participation attitude is slightly negative.(7)The problems on development of China's rural public sports service have insufficient supply,supply structure is imbalance,governance subjects are limited,supply system is blocked,supply mechanism is poor;Because of the lag of government and social concept,urban and rural pattern coexist,construction of sports system is not consummate,public finance system is imperfect.(8)Rural public sports service system is complex and rich,is a part of the theory of social operation,pattern of population structure,administrative divisions,villagers' income increasing,deep Village Culture,popular social construction and ecological civilization are the necessary conditions for the healthy operation of rural public sports service.(9)The operating mechanism of rural public sports service is under the relevant institutional arrangements,the mode and operation process of the relationship between the main body and the elements of rural public sports service.The working principle of the operating mechanism is divided into top-down management and bottom-up governance;the hardware center of the integration mechanism focuses on the site selection of facilities,software center to strengthen sectoral coordination of policy and regulations;the incentive mechanism should take different incentives to the multi governance subjects;the operation control mechanism includes the organization control of authoritative organization,the system control of policy and regulations,and the cultural control of village rules and regulations;the operation guarantee mechanism involves talent team,funds input,site facilities,information network etc..
