| With the international exchange of sports, national sports attitudes have also changed, a lot of new sports gradually accepted, outdoor extreme sports is the one of projects. From the security perspective, the occurrence of accident is normal and is rising year by year. In order to strengthen the safety of long-term development of outdoor extreme sports, establish a set of scientific safety mutual control system, it has become the most urgent task of China’s outdoor extreme sports to promote the security system.This study from the perspective of safety control, theoretical research according to the effects of the method of literature, expert interview about outdoor extreme sports development present situation, the safety factor, and the definition of relevant concepts. With the method of literature, expert interviews, case analysis, video observation effect on safety factors were summarized supplement. The factors that affect the safety of respectively are the environmental factors: natural factors and social environmental factors. Human factors: factors affecting the influence of oneself and others. Institutional factors: laws, regulations. Regulatory factors: the performance of related enterprises, relevant departments of the relevant personnel, supervision and management. Rescue factors: performance of the rescue workers, rescue mechanism, rescues facilities. All of them affect the safety of outdoor extreme sports. Human factors is the core factor which affect people’s participating in outdoor sports safety constraints limit, individual participants and accompanying medical personnel, the leader(organizers), peer teammates behavior, improve the participation of outdoor extreme sports safety; laws and regulations is the people participates in the outdoor extreme sports safety standards, laws and regulations to restrict people’s behavior, perfect laws and regulations is the prerequisite the healthy development of outdoor extreme sports; supervision and management mechanism is to guide people to participate in outdoor extreme sports security enforcement baton, urging people to participate in outdoor sports safety limit; rescue is the people safety guarantee full participation in outdoor extreme sports final, accident occurred after the remedial measures. These five factors is the foundation of security and mutual control system.Mutual control system constructed in this study is divided into two parts: automatic control system and its control system. To improve the self awareness, self cognition ability, and constantly improve the professional skills and knowledge, the correct choice and use of sports equipment, improve psychological movement in the process of stability, the strict implementation of the laws and regulations, to respect need participants self-discipline to protect its own security, automatic control. Improve the natural environment, improve the environmental safety area, advance monitoring, early warning, do not choose the security risks of the place is to the improvement of the environment to achieve its control. Improve the medical personnel professional ability, improve leader(organizers) qualifications, improve peer teammates professional ability and spirit of cooperation to achieve it is artificially constrained control. Improve the relevant laws, regulations, laws and regulations system is the perfect realization of its control. To increase the relevant enterprises, personnel, supervision of the Department of management is the supervision and management of the implementation of its control and guide. Improve business ability of the rescue staff, improve the relief agencies, improve rescue facilities is a rescue system guarantee to realize its control.
