Now the academic circles has focused on the problem of the Chinese ethnic. groups’State Identification and National Identification. Many scholars gives their unique ideas about this question, through theoretical analysis and on-the-spot investigations. This article try to reveal the historic truth of the ethnic Yi’s Tusi Len Guangdian who participated the Parliament Petition Movement, which requested the Kuomintang’s Nanking Government to admit their ethnic group. This article also try to understand Len Guandian’s idea of State Identification and National Identification through his passage and speech during this period.This article includes seven parts. The first part mainly introduces why the author chosen this subject, the academic meaning of this article and review some representative academic articles of this subject. The second part review the Len Guandian’s own history, through this effort the author try to find his experience which formed and effected his idea of State Identification and National Identification. The third part try to review all the Kuomintang’s effort to call the Parliament (Which been known as "Guo Min Da Hui") and the nomination rules of the ethnic groups’ representation, which aimed to illustrate the historic background of the Parliament Petition Movement that Len Guandian has participated. The forth part mainly used the papers and magazines during 1936 to 1947 and try to review Len Guandian’s specific actions of the Parliament Petition Movement. The fifth and sixth part try to figure out Len’s idea of National Identification and State Identification through analysis of his speeches and articles. The last part aimed to illustrate the relationship between the National Identification and State Identification, it is also the conclusion of this article.
