The classification of universities is a worldwide problem, but also hot spotissues.In the background of the rapid popularity and by leaps and bounds of highereducation in Shandong province,the homogenization of higher education has beentaken place.Many colleges and universities are pursuing big perfectionist so blindly interms of school size, levels and settings of disciplines, that loss of their owncharacteristics.Shandong Province began the Construction Project of Colleges andUniversities schools in2011, which included the focus on the construction ofcolleges and universities selected in the province.This was an important step of thegovernment in guiding the colleges and universities to develop in classification. Butthere has been of the limitations of institutionalize classification led by governmentand short construction time and other issues. This study attempts to establish aclassification standard for138colleges and universities in Shandong on the basis ofthe full collection of the characteristics data of theirs.The study consists of the following parts:The first part is to explain the reason why the question is presented, thesignificance and goals and the ideas and the methods of the study.The second part is to define the core concepts involved in research and analyzethe theoretical basis of classification of colleges and universities.The third part will analyze the useful ingredient of the existing classification thatcan refer to and learn from by reviewing the existing methods of classification inhome and broad, then to lay the foundation for the establishment of the colleges anduniversities classification in our province.The fourth part is to analyze the development classification of higher educationin our province which pointed out urgency of the colleges universities classification.The fifth part is the design of classification and strategies to promotedevelopment of the university by classification.on the basis of the data byinvestigation and collection from colleges and universities,seven first grade indicators and twenty secondary indicators are selected. There are two steps in theclassification, firstly divided all the colleges and universities into four categoriesdepended on level of awarded degree, and use different indicators for secondaryclassification. Finally put forward the strategies to promote the development ofcolleges and universities in the province.
