Yunnan is a multi-ethnic country, many mountains, many poor frontier provinces. Long-term economic and social development lags behind, carrying out training talents in colleges and universities in Yunnan province. The development of science and technology culture, and the task of promoting economic development, and long-term talent education mode and the backward relatively closed environment makes Yunnan college graduates not long only interlaced. Such as the hills, basic knowledge of science and the humanities are not generous, therefore, change single specialist training in the higher education in Yunnan to the current situation of Yunnan’s future development is very important. But in the face of increasingly fierce economic competition, the competition of science and technology and the comprehensive national strength competition, inter-disciplinary talent is the key to win in the fierce competition. Talent training mode reform in our country on the strategy, also tend to inter-disciplinary talent cultivation model. Double degree education, as a typical example in the pattern, Beijing, Shanghai and other places have already achieved significant results. At the same time, the double degree education is a systematic project of higher education reform. Colleges and universities can drive the change of single specialist education mode, promote the diversification of teaching. In the face of such situation, the implementation of the double major in colleges and universities in Yunnan province present situation to make the analysis of the policy execution can provide a reform ideas and methods, to provide some useful reference compound talent training pattern in Yunnan province.Based on double degree education policy in Yunnan province, this paper summarizes the related policies, measures and the purpose of double degree education in Yunnan. And selected3different types of colleges and universities, in Yunnan province, these3have a long history and representative. Combined questionnaire and interview method, get double degree implementation present situation first-hand information. Based on the analysis of statistical data, find the existing problems and the Smith model from the policy itself, the policy executors, objective groups and policy execution environment to analyze the reason of policy implementation. The double degree in Yunnan province was unclear policy that exist in the policy implementation, enforcement, communication and other reasons, and puts forward my own thinking and the suggestion. On the basis of thought to establish relevant policy and system, the implementation of joint ventures is the way to solve the problem of colleges and universities.
