As the most rapidly growth of developing countries, both China and India has many commons in some way. Today, with the rapid development of economic and technology, English as an applicable tool language has been paid more attention by the entire world. China and India also pay attention to the development of English and make some reform on it, especially in the primary stage. Comparing and studying the new English curriculum standards for elementary school basis on the basic education, it will be a great help for our country to complete and improve our Primary Education.The main methods of this paper have been used are document research and compared research, helping us to analysis the two country’s new English curriculum standards for elementary school. The research results show that the primary school English curriculum standards of China and India are reflected in the trend of the development of English courses worldwide, there is common ground, the specific performance:Curriculum standards are prepared in a similar background; The content of the curriculum standards are comprehensive; Curriculum standards have a complete target system. But based on different national conditions, there are some different points of English curriculum standards in the two countries, such as the different structures of the curriculum standards framework; contents arrangements and different emphases; different evaluations. In addition, India’s English curriculum pays more attention on student’s spoken English, but less comprehensive curriculum evaluation.Therefore, this study curtains the Chinese primary school English curriculum standards also gives some referent suggestions about improving Chinese primary school English curriculum standards even further improving the Primary English Teaching, mainly include:Standards should pay attention to cultivate the students’ oral English ability; Policy gives a lot of supports of the develop of English curriculum; The extensive use of information technology and pay attention to the development of English curriculum resources.
