Many provinces or cities have already compiled universally applicable curriculum to support preschool teachers’teaching. The widely used curriculum in an area called universal course.The use of this course will face problems of adaptation or innovation based on kindergarten. This research adopts the method of combining quantitative and qualitative, take the universally applicable curriculum of shandong province as an example, to survey about both the present situation and typical experience of the curriculum’s adaptation or innovation based on kindergarten.In this research, the present situation includes teachers’s understanding and carrying out of this provincial curriculum. The present situation of teachers’ understanding includes teachers’ understanding of this curriculum’s idea,content, value and necessity of adaptation orinnovation.The carrying out of this curriculum includes the selection and processing of curriculum content,and also includes the problems, difficulties and help of kindergartens which consciously for curriculum adaptation or innovation. According to the research, preschool teachers’(including the director of kindergarten) understanding and acceptance degree of the universally applicable preschool curriculum of shandong province is higher,but the consciousness of curriculum adaptation or innovation is relatively weak. Although the kindergarten have carried out curriculum content’s adaptation or innovationn in different extent, but the overall level is low. More than half of kindergartens is the basic faithful implementation.In the process of curriculum adaptation or innovation, the difficulties, problems and needed help which kindergarten encountered existing commonness and difference between urban and rural areas.In order to further research the universally applicable preschool curriculum how to adapt or innovate based on kindergarten, this study selected three typical kindergarten which have consciousness of curriculum adaption or innovation based on kindergarten and investigated into adaptation or innovation of the reason, content and implementation strategres.Research shows that the reason and emphasis of curriculum adaptation or innovation has differences between kindergartens.The degree of curriculum adaptation or innovation based on kindergarten is related to the kindergarten current levels, such as kindergarten’s resource conditions, teachers’ status, director’s curriculum reform consciousness.Implementation of strategies include throughout studying curriculunm, the different structure for the same lesson, use local materials and so on.Based on the research results, the paper attempts to put forward optimization suggestions about universally applicable preschool curriculum’s adaptation or innovation based on kindergarten.
