With the further development of information technology in the 21st century, revolutionary changes have taken place in every corner of the society including education, for the application of information technology has changed many aspects of education dramatically such as the education approach, educational concepts and educational environment. After two decades of development of the primary and secondary school education informationalization, great achievements have also been made after experiencing a rapid development. However, during the constant integration of the information technology and education, problems also have arisen which are restraining the development of educational informationalization, for example, attaching more importance to the construction and update of the hardware than application; serious imbalance in the regional development; different attention among schools of different levels;lack of feasible construction standards. The author conducted the research in order to find solutions to the problems.Based on the review of large quantities of domestic and international literature about the educational informationalization construction, the author gathered and systemized the assessment indicator system of the educational informationalization construction in the primary and elementary schools in the other regions and proposed initially an assessment indicator system of the educational informationalization performance in the primary and elementary schools in Weinan. Then, by means of interview with specialists and under the amendment for several times of research results, the assessment indicator system of the educational informationalization performance in the primary and elementary schools in Weinan took shape. The system includes six dimensions such as administrative system and mechanism, infrastructure, information resource, teaching resource, teaching application and promotion and j ob features. Besides, the three-level indicators were converted to the quantified questions of investigation, and issued as well as retrieved extensively in the primary and elementary schools in Weinan after the trial issuance. The number of the factors influencing the educational informationalization construction were to be detected by EFA in the first place as well as the degree of relevance of each factor with the performance of the educational informationalization construction and analyzed to the conclusion that there are four factors related closely with the level of informationalization construction:the utilization of informationalization; the satisfaction of informationalization process; the communication of informationalization and the support of educational informationalization thus, to achieve the assessment model of the educational informationalization construction in the primary and secondary schools in Weinan. Afterwards, The Confirmatory Factor Analysis will be adopted to verify that the number of the factors of the observational variable and the factor loading are consistent with the pre-established theory. Then, based on the factor analysis, the essay will make regression analysis of the survey data to obtain the equation models among the factors and express the interaction of the variables with more distinct mathematical relationship. Diagrams will also be adopted to represent the analysis result more visually. Finally, the survey data will be conducted variation analysis of the scores obtained by the schools of different geographical locations (urban areas, counties and rural areas)and of different levels (teaching points, primary schools, junior high schools, senior high schools, nine-year system) in the educational informationalization construction performance in various dimensions in order to find reasons for the differences existing in the schools in different regions and of different levels, and propose feasible suggestions for the development of the educational informationalization construction in Weinan.Based on the extensive research of primary and secondary schools in Weinan, firstly aim at the research data by exploratory factor analysis to reach the four factors of primary and secondary school informationalization construction, utilize exploratory factor analysis and SEM (structural equation model) to build the assessment level model of educational informationalization construction, assess the present situation by multi-dimensions and different methods to obtain the factors that affecting educational informationalization construction, finally the author has proposed the reference comments on the educational informationalization development via every factor.
