Education has produced and consumed double attributes. Based on the consumed attribute, we raise the issue of education consumption. Education consumption carried out from the consumed property, Education consumption was studied as a part of total social consumption. Under the premise of education consumption, education consumption in this article in accordance with the specific content of their attributes, our study based on the concept of the productive education consumption. Productive education consumption emphasizing the property of productivity, social and economical benefits of the process of education consumption.Productive education consumption was classified as applied education consumption and research-based education consumption education in accordance with the purpose and results of consumer consumption.Education, education consumption and productive education consumption are basic concepts of this study, which also are the basic analyzes logic of this paper. Productive education consumption is good for the promotion of human capital formation, social knowledge accumulation and innovation, for strengthening the national innovation capability, which has a direct role in promoting, which also improves the comprehensive national strength, promotes the economic sustainable development of competitive, offers important intellectual and human resource. Therefore, researching the basic properties and features of productive education consumption has a positive social significance. This paper studies the impact of the productive education consumption on economic growth, the productive education consumption to explore the path of consumption rationalization, in order to promote the sustainable development of education spending and economic rational development.Study from the existing research results and theoretical analysis, we found that the productive education consumption on the impact of economic growth, there are three main paths:First, the productive education consumption to promote human capital formation, especially in the formation of educational human capital, offers human and intellectual resource for long-term economic growth, second, the productive education consumption impact on the economic growth by the way of accumulation of knowledge and experience and innovation, promoting the technology progress technology apply and technology Changes, third, in the short term, productive education consumption as part of the total social spending, in the form of consumption contribute to economic growth through "pull effect" and the "crowding out".After analysis clearly the route of the productive education consumption which impact on economic growth, we analyze historical data of related variables, by analyzing the charts which intuitively describes the status quo of China’s productive education consumption and family education consumption, to explore the history affect results of productive education consumption on economic growth.Finally, based on human capital and the new theory of economic growth, we conduct the theoretical model on the productive education consumption and economic growth, analyzing the 2001-2013 annual data about productive education consumption and economic growth in the same period, empirical studying the short and long term relationship between productive education consumption and economic growth, to draw conclusions and make policy recommendations.The study found there is a positive correlation between economic growth and the productive education consumption, productive education consumption to increase the production of GDP over the same period the contribution rate to 2%, which increases slowly, productive education consumption impacts on the human capital of workers, improves production efficiency and technical levels and promotes economic growth, while fixed asset investment growth still has a significant pull effect, but simply increase the promotion of the role of labor supply in the economy not significant. Actively promoting the innovative economic growth mode which is derived by productive education consumption, to achieve the goal which is proposing the economic growth mode transformation and upgrading. We should try to achieve the rational development of productive education consumption, promote the balanced development between the applied-based education consumption and research-based education consumption.
