Since the beginning of the new century, the issue of educational equity has become increasinglyprominent, balanced development of education by the general concern of the community. Shihezi School District Groupmanagement to its analysis based on the to draw general method of promoting group management of theschool district, to promote the development of the group management Shihezi and other parts of the schooldistrict.In this paper, through specific case studies, combing the school district group manage the running way,the school system and the system of protection, and through a questionnaire survey and interview survey of,Shihezi School District Group of Management School conducted the effectiveness and cost of revenuestudy found that in the management process, with the concept of the old school, some teachers andadministrators concept yet to adapt to the school district Group teaching mode; school system is imperfect,management tends to be superficial, administrative restrictions on the right of the school district; schoolfocus too much on the form of cultural differences in schools neglected teacher level there is a vacancyphenomenon.
