The latest population control policy adjustment is mainly about “the Universal Two-child Policy”.“The Universal Two-child Policy” has been put into force since January 1st,2016.The implementation of “the Universal Two-child Policy” will influence the population of preschool age children.It will also affect the allocation of preschool education resources.Analyze the impact of “the Universal Two-child Policy” scientifically;balance the relationship between the preschool population and preschool education resources: are the keys to manage the preschool education resources scientifically.To investigate the relationship between “the Universal Two-child Policy” and the management of preschool education resources,on the one hand,we need to analyze the change of the population of preschool-age children because of the policy from the perspective of population prediction,and on the other hand,we should study what measures should be taken to handle the possible impact of the population control policy adjustment from the perspective of educational planning.This paper teases the structure and quantity of the children born in H in recent years,analyzes the changing trend of the local preschool-age population,then makes a simple mathematical quantification with the number of local births and the number of kindergarten graduating classes,and analyzes the changing trend of the H migrant preschool population in combination with the economic development planning of H urban areas.;Combined with the situation of the local population and migrant populations,the overall trend of changing in the preschool population of H was displayed,and the trend was segmented into both short-term and long-term.From the perspective of short-term trend,a simple mathematical model is used to calculate the number of young children in the garden during 2019-2021 in H.Then,using the practical collecting data of H preschool education,to analyze the present situation of resources with the most intuitive 10 evaluation criteria in the evaluation standard of grade kindergarten in Zhejiang province,we know the shortage of the present situation of preschool education resources.Comparing H 2019-2021 in the school years in the park the number of young children to H existing preschool education resources,finding out the existing resource gap with the "Zhejiang Province grade Kindergarten evaluation criteria",and come to a conclusion of the current situation of preschool education resources management and short-term preschool population supply-demand.Based on the above research,this paper summarizes a set of preschool education resources management measures to handle with the situation caused by “the Universal Two-child Policy” for H.First of all: adhere to the leadership of public policy,enrich the resources of preschool education.This study learned that the resource of preschool education in H is sufficient,but has no enough equilibrium.Therefore,the optimal management of educational resources needs to strengthen the main responsibility of local government development and supervision of preschool education,and improve the ability of comprehensive management,and the main role of public kindergartens in providing inclusive preschool education services should be highlighted,so as to guide and support private kindergartens to provide inclusive services actively;greater financial investment is also needed to improve the level of public service in preschool education.At the same time,according to the needs of fertility population control policy adjustment and urbanization process,optimize the layout to enrich kindergarten resources,build a high standard preschool education public service system to covering urban and rural areas completely,to make sure that school-age children can receive preschool education in the neighborhood,to provide a better widespread fair education.Secondly: strengthen the connotation of running schools and promote the educational reform.This study has learned that the hardware facilities of H are more abundant and balanced than soft education resources.Therefore,it is necessary to strengthen the connotation construction of all kinds of kindergartens,promote the conditions for running schools,focus on the quality of village kindergartens and private kindergartens,strengthen the cultivation of teachers,focus on promoting kindergarten curriculum reform,optimize education management,and promote the balanced development of quality education resources comprehensively.In order to build the "National preschool education reform and development experimental area",innovate the teacher Employment Management mechanism,strengthen the preschool education governance system and governance capacity building,solve the development problems effectively,and help the preschool education to develop sustainably.
