Nowadays, talents have become the core competitiveness of enterprises and departments. And the teachers are the key to improve the teaching quality, teachers’ work enthusiasm and wok efficiency. Meanwhile, they are the key to gain competitive advantage of school and an important foundation for the survival of the school. So it is an important subject for educators to research how to improve teachers work enthusiasm and how to achieve good teaching effects and how to get some new breakthroughs of education management. Also, it is a problem which must be faced and solved by newly established government of Tangdian Industrial Park.Tangdian Industrial park’s government faces many challenges. Firstly, how to get all popular sympathy? As a saying goes” To gain the will of people is more valuable than gold”. According to survey, we got the first-hand data. We learned that many teachers in Tangdian Industrial park leave their home to earn a living. It made them sometimes lack of security sense physiologically. So they sometimes lost their work enthusiasm in such kind of work condition. It is a harsh problem that we need to change.Secondly, government work involved in many aspects, such as social, economic, educational and political management. Education is a problem which needs to immediately solve in these aspects. Tangdian Industrial park’s education is seriously lagging behind. The teachers teaching ability need to improve badly. Many parents prefer their children to go to other district school rather than these schools in Tangdian Industrial park. Tangdian’s education is in dilemma. For the short supply of good students, it is not easy to improve the education.Thirdly, Tangdian’s productivity is extremely lagging behind. Several towns were reorganized, but they are all undeveloped. Therefore, it is not impossible to depend on local financial support as material base for evaluation of teaching performance. So the higher level government’s financial support is important, but it is unstable. How to solve financial problem is an important question that we need to think about.Therefore, the problems that met in Tangdian Industrial park administrative division are serve tests for Tangdian educational leaders and departments. At the same time, it brings a new research perspective for our study. Tangdian Industrial park administrative division brought a new opportunity for its education and also brought the hope of teacher’s strategy incentive reformation. Resolving contradictions after administrative division and constructing an effective mechanism to Tangdian middle school teachers, which provide a proper environment for it educational management.Deep analysis the Tangdian middle school teachers’ work responsibility, work enthusiasm, work quality, emotional needs and construction an effective incentive mechanism for teacher’s development cam improve teachers’ job satisfaction and vocational happiness. By comparative and investigative methods identifying the realistic and pressing issues of Tangdian and careful study on domestic and foreign teacher’s incentive mechanism, solving the financial problems and multi-pronged management mode, which can find outlets for the lack of teachers and fund. By correctly analysis the current situation of Tiangdian Industrial park and the emotional needs of middle school teachers, the root of psychological will be found and a competitive environment will be created. Meanwhile these also can reach teachers’ full potential. So all of these are good for establishing effective incentive mechanism, sustainable development of schools and finding a strategy for making full use of human resources. Formulating preferential policies and trying to solve teachers’ emotional needs from their wages and improving their work surroundings and falling their self-development are also very important. Getting them involved in school’s management and activities can make them fit themselves into work environment. Meanwhile Tangtian administration should make full use of its area advantages. And also government needs to set up a reasonable value system on teachers. These measures can make Tangdian teachers’ incentive get better and better.Therefore, these urgent problems are big challenges to the Tangdian’s educational department. Meanwhile, it provides a new research perspective for us. That is how to deal with all kinds of problems after the administrative division, which can provide scientific and standardized surroundings for Tangdian’s educational management. In this paper, the research on incentive strategy for middle school teachers under the background of the new administrative division as research subject, which analysis the disadvantages of Tangdian’s education. Then through to the domestic and foreign teachers’ incentive mechanism analysis and research, I put forward the problems that need to be solved by Tangdian educational department. Also I try my best to find out the real problems. Hopefully, a reasonable and useful incentive strategy can be found at last!The paper researches the incentive strategy for middle school teachers as a focal point. Firstly, the analysis the disadvantage of Tangdian Industrial park. The problems that need to be solved are pointed out. Then, find out why these problems emerged? Lastly, finding out how to solve these problems. So a reasonable strategy is gotten at last. That is considering the overall situation. The government needs to deal with the relationship between unity and part dialectically and set up a incentive mechanism that is good for teachers. Meanwhile, the Tangdian administration need to change its inefficient working mode and the effective management of educational department is necessary too. Hopefully, the paper could be a reference of Tangdian Industrial park’s administration.
