The human resources service industry(HR service industry)is an important branch of the modern service industry.It facilitates the efficient allocation,management and development of human resources,and effectively promotes employment and entrepreneurship.In order to speed up the development of the HR service industry,the government has implemented the industrial park scheme,and introduced a series of incentive policies to stimulate the establishment of the "HR service industrial park" which is also known as the "Talent park".The HR service industrial park(Talent Park)is conducive to the rapid growth of human resource service enterprises,and enhances the efficiency and effectiveness of talents development and allocation.The provincial and municipal government had actively built the talent park,which attracts more enterprises to the park and generates the industrial cluster.This thesis takes the talent park in G District Shenzhen as an example to research the incentive policy of HRs service industry.Firstly,the thesis establishes the theoretical analysis dimension of the incentive policy problem for HR service industry by means of service-oriented government theory,industrial policy theory and incentive theory.This theoretical analysis dimension includes three aspects: supportive policy,developmental policy,and innovative policy.Secondly,the thesis analyzes the existing problem and discusses the causes regarding the incentive policy of HR service industry and find root causes based on the theoretical analysis dimension and research interviews in the talent park in G District.Finally,the thesis draws on the practice experience from the matured talent park in Shanghai,Hangzhou,and Suzhou,and proposes a series of the optimization strategy on the incentive policy.The strategy mainly has three aspects: one is the promotion of incentive policy incentives;the second is optimization of developmental policy;and the third is improvement of the innovative policy.The thesis mainly uses case study methods.It proposes the optimization of the incentive policy for HR service industry,which can help government make better decision.
