In today’s world, Education has been regarded as the undisputed centre of development, while teacher education become a direct impact on education which must be focused in the first place. From the beginning in the 19 th century to today’s professional development, teacher education in the United States experienced a gradual deepening process with the changes of social background in over one hundred years. American set off a massive reform of teacher education Since the 1980 s. In the 21 st century, teacher education gained an unprecedented position, a series of policies promulgated as the steering wheel of teachers education reform, played an important leading role. Through the research of policy formulation, execution, and various influencial factors, We can get a general understanding of the characteristics and trend of teacher education reform in the new century, which in turn causes reflection on our country’s teacher education reform and relative reference for policy making.This essay is based on the collection of large amount of resources on the American teacher education reform and the issued policy. In the first chapter,make a review on the greatly influenced policies from 1980 s to the 21 st century,a form is used here to clearly show the connections between the polocies issued in the period of 1980-2000 and that after, thus a history bedding is formed in order to introduce the content and direction of the 21 st century teacher education policies. The second and third chapter is devided according to the bush administration and the Obama administration’s term which focues on education fairness and teachers’ quality separately, through the analysis on the policy background, content, implementation and characteristics, draw to a system understanding and an evaluation of the corresponding period. The fourth chapter is a case study on the teacher education policy of Ohio, Kentucky and Texas, showing different process of policy making, response, and carry out in certain background. The last part is through a text keyword classification table, illustrate the differences and similarities on education problems, policy makers and policy guarantee measures. Then conclude the characteristics of American teacher education policy and reform in the 21 st century, lead to reference combining the present situation of teacher education reform in our country.The theme of teacher education policy since the 21 st century is to build a team of high quality teachers, Orientation of education problems in the United States is based on the height of the national development, while the breakthrough point of reform is considering with high standard; The main body who put forward the teacher education policy played a direction dominant and the macro control function. As to the quality guarantee measures of teachers, laid a scientific control on the stages of the source of the teacher, training, evaluation and rewarding; Through these researches, we can understand the relationship between teacher education policy, the national education and the overall development. Facing with the same international background, this essay provide thinking on finding the right education problems, perfecting the policy evaluation supervision system and improving teachers’ quality guarantee mechanism, thus realize the regulation meaning of teacher education policy to the education reform and the national development.
