In the new period of balanced development of education,people's demand for educational opportunities has been met,everyone can "learn to school",can afford to go to school,people pay more attention to the quality of educational resources,and have higher expectations for "learning well".Social issues such as "school choice fever","large class size",and "surge in housing prices in school districts" all reflect people's demand for high-quality teacher resources.To a large extent,school choice is teacher selection.The balance of teachers is the engine to realize the balance of education,the key to promote the balance of educational resources,and even the support for the realization of educational equity.Only with the balanced allocation of teachers as the core,can we grasp the lifeline of the allocation of educational resources and hit the key point of the imbalance of education.This article takes the biological symbiosis theory as the starting point,and uses the analytical framework and methods of the symbiosis theory as the logical starting point to study how to perfect the balanced allocation of teachers in the new period of educational connotation development.First of all,through the overview of the rise,development and content of symbiosis theory,this paper discusses the adaptability of introducing symbiosis theory into teacher allocation,on this basis,deconstructs the symbiosis relationship of Teacher Allocation;secondly,under the background of understanding the development direction of Basic Education Teacher Allocation in China,it further explains the reason of taking Tianjin as the research case.Through sorting out the policies of Tianjin teachers' allocation since the 21 st century and sorting out the relevant data of Tianjin Education Yearbook in recent years,this paper analyzes the basic situation of Tianjin basic education teachers' allocation as well as the achievements and existing problems.From the perspective of symbiosis theory,we can analyze the reasons that affect the balanced allocation of teachers in Tianjin from three aspects: symbiosis unit,symbiosis mode and symbiosis environment.In the symbiotic unit of Tianjin,there are contradictions and conflicts among the government,schools,teachers,students and parents due to different interests.In the symbiotic model,the symbiotic model of teacher allocation,which is mainly based on planned allocation and education combined school district,is not perfect enough to completely solve the problem of teacher differences.The symbiotic environment is not ideal in terms of public policy,location conditions,human factors,and social awareness.Finally,combining the three major elements of teacher resource allocation with the symbiosis theory,it is proposed to cultivate a scientific and reasonable teacher allocation symbiosis unit,and construct basic education teacher allocation The reciprocal symbiosis model,the optimization path of improving the symbiosis environment of thebasic education teacher allocation,that is,rationalizing the relationship between the government,schools,teachers,students and parents,cultivating scientific and reasonable teacher symbiosis units,optimizing the flexible teacher allocation of administrative plans,and establishing internal The main type is the external source type and the auxiliary configuration mode,to explore the mutual symbiosis model of regional mutual assistance to build the current symbiosis model of teacher allocation,through strengthening teacher management,standardizing teacher mobility policies and implementing positive differential treatment policies to form a good symbiotic environment,hope to be able to Provide theoretical support and assistance for further optimizing the allocation of teachers in basic education.
