With the development of society and economy, people’s demands for public services are also growing.The pursuit of the fairness in education resources allocation became an important one aspect of it. From the current development of education, issues such as "the rare chance to take education","the popular acts of choosing school" have drew social concerns, which directly led to focusing on the fairness in education resources allocation. It is education problem as well as social issue, alas which has complex influence on social fairness and stability. Under the new situation, if the problem of the fairness in education resources allocation can not be reasonably solved, it not only affects the quality of education in an area, but also affects the social harmony and stability.This paper studied the problem of fairness in basic education resources allocation of Weiyang district, Xi’an. Based on analyzing relative data of the basic education resources allocation of Weiyang district of Xi’an city, this paper analyzed the history, present situation, problems as well as the main unfair factors and the promoting path of the fair allocation of the basic education resources. It raised policy suggestions to the urban and rural integration of basic education resources allocation, in the views of upgrading hardware and software, increasing school funding as well as supervising the implementation of relative policies. From the angles of insisting on planning first, adhering to government-led, adhering to education, it concluded some ideas. This paper has certain reference significance for promoting the fair allocation in basic education resources, realizing the maximum fairness of education, satisfying people’s demand for high quality education resources.This paper mainly divides into five chapters excepting conclusion.The first chapter is introduction, which mainly tells the research background, research significance, the dynamic development of domestic and foreign researches, research ideas, research methods and innovative contents of it.The second chapter mainly discussed the related concepts and theoretical basis of basic education resources, which paved the theoretical foundation for follow-up studies.In the 3rd chapter, by analyzing the history, present situation and existing problems of the basic education resource allocation in Weiyang district of Xi’an city, it drew an conclusion that the current problem of the unfairness in education resources allocation of Weiyang district is:the imbalance of teaching hardware resources allocation; the imbalanced allocation of the human resource of teachers; Insufficient education investment, etc.The 4th chapter discussed the reason affecting the unfairness of the basic education resources allocation. It proposed that the main causes of the unfairness of the basic education resources allocation includes historical factors, economic development, political and cultural factors as well as the imbalance of the education resources between schools of rural and urban area, high quality schools in central city and comparatively "weak" schools, which as a result of the transformation of education concepts of urban residents and rural residents for choosing high quality education resources.Chapter five analyzed the pathway for promoting the basic education resource allocation fairness of Weiyang District, and it discussed in three levels as the hardware, software, and funding of school. The main measures are to implement standardized construction of basic education facilities and plan of action in three years before education; to implement the "three" project to promote comprehensive reform of education field and fine management of school; to increase government investment by actively striving for superior special funds and attracting social capitals. Meanwhile, it puts forward the policy suggestions on the promotion of basic education resource allocation fairness, namely to improve basic education management system, optimize the layout of schools, promote the balanced development of the basic school facilities; to improve teachers’ treatment and level of teach management, as a result of promoting the overall level of the teachers in basic education area; to intensify investment in basic education, to strengthen the guarantee system, to perfect the balanced funding system for basic education investment;to make sure the policies implementations and"Bad foundation school reconstruction" supervision, resulting in promoting the balanced basic education development.Finally is the conclusion and enlightenment. It briefly concluded the main points and dissatisfactions of the research. By analyzing, it generated some inspirations from insisting on planning first, adhering to government-led, adhering to the education, etc. This paper can provide some enlightenments and references to the parts of Xi’an, as well as to the basic education development of the combination districts of urban and rural areas in the process of urbanization of the nation.
