Yichun area Is the only the central district of heilongjiang province yichun, located in remote, backward level of education.This paper takes pre-school education of Yichun District as research object and problems as orientation to research practical problems, government responsibility and future development of pre-school education in Yichun District so as to contribute ideas and exert efforts for pre-school education in Yichun District. Based on definition of related concepts and combing relevant theories, the paper studies problems existing in Yichun District pre-school education, including hidden dangers of safety work, prominent problem of ‘inclination to primary school’, weak kindergarten teachers faculty and not so standard behavior of opening up kindergarten, etc. The solution of these problems is closely related to government’s policy support and guidance. Through survey of pre-school education development status in Yichun District, the paper adopts methods of inductive research and statistical analysis to analyze the causes, mainly imperfect financial investment system, somewhat deviation of understanding of pre-school education, lack of construction strength of teaching staff, weak supervision of management and other factors restrict the development of Yichun pre-school education. Finally, in order to solve problems existing in Yichun District pre-school education, the paper puts forward suggestions such as integration of resources, increase of funds allocation, strengthening construction of teaching staff, strengthening management and standard schooling, etc.
