A Research On The Management Mode Of Scientific Research Fund Of Z University’s Hierarchical Management Mode

With the development of economy, China pays more attention to technological innovation, especially to university research. The investment in the scientific research and development done in colleges and universities increases year by year. In order to get more social and economic benefit from the increasing research funds, it is necessary to manage the funds effectively and scientifically. Through literature, interviews, interdisciplinary investigation and quantitative analysis, this paper analyzes the present situation, problem and the reason of the problem of the funds management under the model of Z University’s hierarchical management. Moreover, from the experience of research funds management of the universities in foreign developed regions. author finds a way to improve management model of Z University’s research funds and intensify the scientific management abilities.First, through analyzing three models of the current management of university research funds, which are the mode based on corporate financial management, the mode based on coordination perspective management and the hierarchical management model. The paper proposes the suitability and limitations of every model.Second, taking Z University as a case, the paper proves the necessity of managing the research funds by hierarchical model in university. The paper also analyzes the problems and the reasons of the problems, which result from the hierarchical model, from financing resource of scientific research, the organization structure of scientific research management, the initiation of scientific research projects, the execution of scientific research projects, the summarization of scientific research projects.Third., through analyzing the scientific research funds management model in foreign universities, and taking the U.S that uses decentralized management model and UK that uses centralized management model as representatives, this paper shows the revelation to the scientific research management in our country. Lastly, this paper analyzes the problems in the management from the level of government, university, scientific research managers and scientific researchers. At last, author proposes recommendations and countermeasure from these levels to improve scientific research funds management model of Z University and intensify the scientific management abilities.
