A Study On The Responsibility Of Government In The Establishment Of Model Private Colleges

Private higher education is an important part of socialist education. To create exemplary private colleges is a good method to accelerate the development private colleges. It is a good way to regulate and promote the private higher education. This article is a research to study government’s responsibilities during the process of build the exemplary private colleges according to the Shanghai government’s policy guidance to building the exemplary private colleges and the problems when Shanghai SD College built the exemplary college met which is the model of private colleges in Shanghai. Based on the purpose and attribute of this research, literature review and case study are the main research methods.As a main administrative department, our government should assume responsibilities for the building of exemplary colleges. The private colleges develop in the government enacted laws and regulations of environment, and its development is closely linked with the government behaviors. Moreover, based on the perspective of public governance theory, private higher education is a quasi-public goods. Its positive influence benefit the country, society and individuals. The government should bear the responsibilities to create exemplary Private Colleges.Based on the case that the Shanghai government build the exemplary private colleges and the analysis of Shanghai SD College, the problems can be found during the process of building exemplary private colleges, such as the lack of ecological guidance, the lack of perfect regulations, the lack of educational resources and services. Therefore, the government should take up the responsibilities to cultivate the health ecosystem, to encourage the experts to build private college disciplines and to encourage the public to have a correct understand of private colleges and study in them. The policies of properties rights, reasonable return, taxation and salary should be adjusted. The government should implement strictly and carry out the supervision, to ensure fair treatment of private college. To support the exemplary colleges by providing more educational resources, enabling the upgrading of hardware and software of exemplary colleges, encouraging the other private colleges building the exemplary private colleges. This method is helpful to accelerate the development of exemplary private colleges. At the same time, to cultivate some social intermediaries is also useful. They can supervise and evaluate private colleges objectively to ensure the interests of teachers and students.
