Compulsory education is the basis for the development of a country’s education and therefore, itdeserves adequate attention. Currently, it is no longer a problem for China’s school-age children to receivecompulsory education. However, there is large difficulty for children in urban and rural areas to receive thecompulsory education with the same quality, which concerns with quality and equity in education andsocial equity. Therefore, governments at all levels should focus on resolving the issues of education equityand take balanced development the priority of compulsory education. The integration of urban and ruraleducation is an important way to realize the objective and it is significant for the balanced development ofcompulsory education.The nature of pure public product of compulsory education determines that it should begovernment to provide the product and therefore, it is the government’s legal liability to comprehensivelypromote balanced development of compulsory education. In order to better promote the integration ofurban and rural education and realize balanced allocation of compulsory education resources in urban andrural areas at an early time, the governments at all levels should take corresponding measures to betterfulfill its responsibility in the process of the integration of urban and rural education. National Medium andLong-term Educational Reform and Development Plan (2010-2020) issued in2010proposed to establish acompulsory education system with urban and rural integration and it proposed to realize balanceddevelopment in counties and then push to the whole nation. This thesis explores how the governments at all levels fulfill their responsibilities to realize theintegration of urban and rural education in the county. The thesis analyzes the necessity for governments toassume responsibilities from theoretical and realistic perspective and analyzed the reasons for failure ofgovernments in fulfilling their responsibilities. By learning from advanced experiences and policies inadvanced countries and every region at home, the thesis finally proposes a feasible way for thegovernments to fulfill their responsibilities in promoting urban and rural integration of compulsoryeducation in the county.
