It was put forward in the Third Plenary Session of the Eighth Central Committee to advance educational reform and promote educational fairness so as to overall control educational resource and realize balanced distribution of educational resource. It is the footstone for our country’realization of the great rejuvenation of the Chinese nation to realize balanced development of compulsory education and it is also the foundation to promote the comprehensive national strength. The basic function of the compulsory education is to cultivate talents, serve the society, and improve people’s livelihood for our country’s cause and livelihood projects.The situation of duty’s implementation of the county-level government reflects directly the situation of the balanced development of our country’s compulsory education. Compulsory education has characters of coerciveness, fairness, noncompetitiveness and free. These characters distinguish compulsory education from selected education and elite education. The balanced development of compulsory education is a dynamic process. With the development of our country’s economy,cultural environment and spiritual life, people’s requirements on the balanced development of compulsory education are always in changing. The balanced development of compulsory education is a relative balanced development, a coordinating development, and a development to advance the balanced and coordinating development between town and country and schools. In this process, the county-level government should implement its duty in overall plan control, fiscal management, and teaching management. According to the actual situation in the county, the county-level government makes sure that it has performed its duty in overall management, infrastructure management, educational finance budget, and personnel management in middle and primary school during the balanced development of compulsory education. According to the interview on spot of X county, this paper analyzes the current situation about the allocation of compulsory education funds, the allocation of teachers and the allocation of teaching quality. It also makes comparison between schools in city areas and schools in rural areas. From the analysis of the actual examples, we get the information that the nonperformance of the government of X county in overall management, education finance and education management. The main reasons for that are caused by legal institution of education,laws and regulations, finance, supervision and social culture. How to perform duties in the balanced development of compulsory education for county-level government?It comes up with these suggestions such as strengthening the institutional improvement, transforming the government’s functions, strengthening responsibility assigning mechanism, protecting the disadvantageous group’s rights of receiving compulsory education and strengthening the supervising duty of the county-level government. The county-level government should perform its duty in implementing relative country’s policies and regulations, perfecting the financial investment,strengthening the management of teachers, improving abilities of public services,strengthening government’s sense of duty and caring about stay-at-home children so as to prevent the nonperformance of duty.
