Pre-school education is the foundation of basic education, which is closely related to personal lifelong development and educational attainment of the entire nation. As the first three years of pre-school action plan has finished and the 12 th five-year program for the implementation has carry out more than half phase, a series of measures aimed at developing rural pre-school education taken by the government have achieved initial success. The number of rural kindergarten has increased significantly. It was difficult for rural children go to kindergarten, now the problem has basically solved. At the same time, pre-school education in rural areas has not been fully covered. A large number of rural kindergarten lack of institutional financial security is excluded from the “system”. The condition of rural kindergarten is not up to standard. It’s difficult to guarantee the quality of pre-school teaching. The government need explore a variety of input mechanism.The public project named Q focus on pre-school children in poor rural areas, by creating standardized preschool so that the rural children can access to pre-school education equally. This study analyzed the operation mode of the project and the node assessment conducted in Jiangxi preschool point A and B. The node assessment carried out in three areas, including the basic situation of preschool, the hardware and software configuration, the development of benefit object. Finally, combined the result of node assessment, this study put forward ideas to improve the operation of the project from the government level, the project foundation level and the evaluation institution level.The conclusions are following: 1. the proportion of boys and girl is balanced, the average height and weight of children is relatively low. 2. The children’s family income level is far below the average level in Jiangxi Province, family cannot afford the cost of pre-school education. 3. The number of children and teachers is imbalanced. 4. The project has completed hardware configuration, the environment of kindergarten has improved significantly, but the software configuration still need to improve. 5. Children’s vocabulary comprehension and language expression skills has improved, but the ability to use words has not improved. 6. Children has improved interpersonal skills, the ability of adapt to society has not improved.
