In this study, take 12 steps in-service teacher training programs in Save the Children’s TBEP for example, combined with the fact that in China’s vast rural areas and Ethnic Minorities education is relatively backward, in order to solve teacher-problems. Select the SC Education Project in Tibet, "12steps in-service teacher training" as the object of study, is a qualitative research case study. Data were collected including literature research, participant observation and interviews.Based on the "participatory" research, is particularly concerned about the management of the project in teacher training programs, and other aspects of sustainable, as well as projects. Through the school field visits, research, and the responsible project office staff, project officers and District Education project school principals and teachers, as well as interviews with some of the projects school students, teachers and seminar discussions, participate in classroom observation and other methods to learn more about the actual operating conditions of the project, certain reference for training in rural teachers to give non-project areas in Tibet and other minority areas frontier.Teacher training is an important way to promote the professional growth of teachers, how to improve the quality of teachers and the teacher training is not only related to the teacher’s own professional development, but also related to the current success of education reform. Especially in rural and frontier minority areas, teachers training relate to the development of China’s vast rural basic education.
