As a local institution for the teacher's development, county level teacher training schools have made great contributions to the overall raise of the teachers' schooling records and the growth of the teachers' specialization. However, ever since the late 1990s, teacher training schools have shown a sagging tendency and have got into an existence dilemma. In this essay, In this thesis the method of on-the-spot research is adopted and the existence dilemma of a county level teacher training school is presented. The opinions of many other colleagues are considered by the author in order to solve a real and typical problem in the management of teachers' further education in our country.The thesis contains the following six parts. Part One: the introduction to the research results at home and abroad, and the definition of some basic concepts. Part Two: on the research methods, the selected places and process from three different aspects, and introduction to features of the on-the-spot research, the importance and value of the "case" in this research. Part Three: the investigation of the H School's development course by means of the comparison of the trail of teachers' further education in our country. Part Four: the investigation of the existence dilemma and its expression, which happens to the county level teacher training schools from the transverse "management element" and the vertical "time". Part Five: the analysis and perspective of the real causes of the dilemma in the eyes of education administrators, the leaders of the teacher training schools, trainees and competitors. Part Six: the management tactics of how to get out of the dilemma, stated from the education administration and teacher training school itself.After the research, the author thinks that the existence and development of any schools depend on the need and restriction of the society. The development of county level teacher training schools can not break away from the basic education. The existence dilemma of county level teacher training schools is due to the maladjustment in transformation from the record of formal schooling to the further training and a new turn of teachers' continual education, which is based on the advanced training. The administration must generally support the teacher training schools, on the other hand, teacher training schools must actively search for the inner development in the process of concept changes.
