A new round of basic education curriculum reform requires more attention to the students, focus on the cultivation of students’ autonomous learning ability, so that students really become the master of learning. This is to change the traditional education concept, to explore more in line with the rules of teaching and students to practice a major attempt. Guiding case is that many teachers implement the new curriculum ideas, the courage to explore the new teaching mode, this mode in the teaching has been widely used, but as a new thing, there are still many problems in the actual teaching practice. Combined with high school ideological and political course guided learning plan, to guiding case design as the starting point for issues related to research, so as to put forward some constructive suggestions for improvement.This paper is divided into four parts. The first part is the introduction, which mainly introduces the background, research status, research significance, concept definition and theoretical basis of the article. The second part of the high school ideological and political course guided learning plan design, mainly is from the case of guiding concept understanding, basic elements, use of materials, process design,the main design etc. carries on the research analysis, found in some of the problems that exist in order to explore some measures for the improvement. Part three high school ideological and political course guided learning plan design basis, mainly carries on the elaboration from the basic concept of the new curriculum reform, the subject of Ideological and political curriculum standards, teaching materials, learning and social life, clear learning plan design should be based on the basic content of Ideological and political course in high school guide. The basic elements of the fourth part of the high school ideological and political course guided learning plan design improvement strategies, mainly on the basis of the above guiding case design problems, from re-examine the guiding case the basic connotation, grasp the guiding learning plan design principles, carefully polished guidance case, do a good job in optimization of teaching material integration, strengthen the design process of supervision and pay more attention to the students’ subject status of six aspects to carry on the elaboration.
