Reading is an important means of the individual to understand the outside world, also is the indispensable ability to child growth and development. Reading is the key of the Chinese accomplishment, such as the UK’s from reading to noble reading culture, and the Japanese only way for reading is to the rich life reading philosophy, and the first early reading program of the United States. But what elements are involved in reading literacy? With different framework of the Chinese and foreign various reading measurement system, these are all about the top reading design problems. Specific to the practice of teaching, how is the teacher to understand the reading? What they tend to teaching reading?To understand what the teachers wanted to teach of reading, in this essay, I taking the instructional design as the breakthrough point, the NAEP reading assessment framework as a research tool, use the content analysis and literature analysis to study the directivity of reading literacy in teaching contents by using 4-5 grade’s PEP instructional design. To summarize and concretely analyze research data from horizontal and longitudinal analysis, I hope it’s useful for other researchers. The main contents of each chapter are as follows:The first chapter is introduction. It mainly introduces the selected reason, the purpose of the essay, the significance of the concepts involved in the definition; the second chapter is literature review. It generalizes the literature from related NAEP researches and the teaching content researches;The third chapter is research design. It emphatically analyze research tool, also construct the framework and the frequency distribution table of instructional design analysis, and explain the coding framework; The forth chapter is research process and analysis. It made detailed analysis of reading text, cognitive ability and vocabulary;The fifth chapter is the research conclusion and revelation. The study found that in reading attaches great importance to the literature text, ignore information class text; Unbalanced power distribution on cognitive ability, neglects students integrate and criticizing ability; In vocabulary teaching, the teacher attaches great importance to the sound of glyphs memorization, neglecting the students understanding of the meaning; In addition, also cannot find the feeling and expression activities from the NAEP framework clas. Teachers need to change the reading ideas, rich text type; Attaches great importance to the cognitive ability, promote critical thinking; Equilibrium in vocabulary teaching, enhance understanding of character; Focus on reading feelings, express personalized reading.Hope that this essay through the NAEP research framework, based on directivity of reading literacy and specific problems in instructional design, find the confirmed teaching contents, reflect weather it’s guide the students’ reading literacy promotion or not, so as to seek a more reasonable teaching content.
