Following the education informationization speeding up unceasingly, the demand of information technology personnel for the social development is also growing up. Information technology is the main position of spreading of information technology education and improving information literacy. However, the traditional information technology teaching pays more attention to transfer knowledge and it ignores the cultivation of students’ ability. It needs constant innovation. The main study is to introduce the learning-plan into the information technology teaching, seek the fusion of teaching and learning-plan. Its purpose is to optimize the design of learning-plan guide based on the network to junior high school, improve the situation of teaching junior high school information technology courses, improve the efficiency of classroom and enhance students’ information literacy.First, the article analyzes the current situation of the learning-plan teaching and information technology teaching. The main aspects of the analysis are the degree of attention, the degree of student interest, sense of self-study, classroom participation and so on. Based on the above, they aim at discovering the teaching problems and improve them.Second, the article mainly defines the conception of learning-plan and analyses the learning theory which can guide the learning-plan based on the network environment.Third, the article discusses the case of design, the principles and the constituent elements of the learning-plan on junior high school information technology, which formed the basic framework for the learning-plan design. On this basis, the learning-plan based on the network environment is divided into the new teaching plan and the recitation learning-plan,besides,the new teaching plan includes the theoretical learning-plan, the skill learning-plan and the comprehensive practice learning-plan.Fourth, we design the learning-plan and practice in Foreign Language Middle School of Rizhao City. In the practice, we use achievement tests, questionnaires and interviews to test the effect and concluded: the learning-plan can improve students’ interest in learning, autonomous learning consciousness, class participation, cooperation and so on. It improves the students learning efficiency and optimize the quality of information technology teaching.Finally, it summarized the research with a view to the implementation of the learnin g-plan based on the network environment to provide a reference value.
