China has the largest educational scale of the world. Along with the more input of educational expenditure, more complicated of educational infrastructures and more educational expectation from people, we have more demand of cultivating high quality talent persons. As people are urgently need characteristic educational methods, it is a common trend to establish schools with their own characteristics.Characteristic schools not only means highlighting one part of a school as its characteristic, but establishing one part or a few parts of a school to improve its whole strength on condition that it has already finished all basic teaching tasks. In this way, the school can improve its popularity and influence; the teachers of the school can update themselves in terms of school’s characteristics as well as realize its students’ all-round development and finally form a positive cycle.Regional culture means a kind of distinctive and typical characteristic culture that can be inherited. It is shaped by all the members in the region and based on the region’s history, geography, humanity and so on. The characteristic schools’ establishment that based on the regional cultures provides resources and location basis of characteristic schools. There’s no doubt that choosing schools’ characteristic as the establishing supportive point is the most important and dominate step. Therefore using regional culture resources not only can make the members of the region understand and identity these characteristics better but also can call for more people to establish and to learn these regional cultures.The thesis uses the methods of literature summarizing,questionnaire,interview and analogy as its main research methods. Firstly, it introduces the features of characteristic schools, how to define them and their necessary conditions. Secondly, the thesis analyzed the regional culture’s importance for a characteristic school. Thirdly, it lists some combination methods between characteristic schools and regional cultures and then a few developing types of regional cultures and characteristic schools. The main part introduces the regional cultures of Hei Longjiang Province and it takes two ice-snow characteristics primary schools of Harbin as examples. The writer of the thesis developed an in-depth research about characteristic schools based on regional culture through individual interviews and questionnaires. At the same time, the thesis also analyzes some questions among the establishing processes of the two ice-snow characteristic primary schools and provides a few concrete and reliable coping strategies, and forming a theory so as to enriching the researches about regional culture and characteristic schools.
