Education,the foundation of Centennial plan,the prosperity of it,the prosperity of nation.Henan Province is located in the Central Plains,radiating the whole country.However,as a province with a large population,Henan Province is not a powerful one of education.The economic and social construction in Henan Province requires a large number of talents,and ordinary high schools are responsible for delivering basic talents for the development of higher education.In the 21 st century,with the generalization of ordinary high school education in Henan Province,the scale of schools is also continuously expanding.In order to ensure the continuous and stable development of ordinary high school education,a steady increase in education funding is essential.This study attempts to use the public product theory and education cost sharing theory to include the investment of general high school education in Henan Province into the research horizon.The main content is divided into the following aspects.This study takes the input of the education funds of ordinary high schools in Henan Province as the research object on the basis of the theory of public goods and the theory of education cost sharing.This study describes the basic situation of education financial policy and the basic input situation of education funds and uses the statistical data published by the government to make a descriptive analysis of the relevant data of education expenditure at all levels and education expenditure at ordinary senior high schools in Henan Province from 2011 to 2017,compared with other provinces in the same period to analyze the situation of the ordinary high school education funding in this province more objectively and find the input problems of ordinary high school education in Henan Province through the data mentioned above by using the methods of literature review and comparative analysis.Although the investment in the education of ordinary high schools in Henan Province is increasing year by year,it is still insufficient to ensure the steady development of education.In view of the problems mentioned above,it analyzes the factors from the aspects of economic development level,management system,laws and regulations,population and social concept.According to the above research situation,it puts forward to countermeasures and suggestions to enhance investment in the government,establish a provincial financial input mechanism,establish scientific and reasonable standards and system of per student funding,improve the attention of ordinary high school education and the policy of helping poor students in ordinary high schools.This study selects input problem of ordinary high school education funds in Henan Province as the research object,attempts to explore the problems of financial investment of ordinary high school education in Henan Province through the research,and puts forward targeted policy suggestions on the basis of the analysis of the causes of the problems,hoping to be conductive to perfect the education funds safeguard mechanism of ordinary high school in Henan Province.
