As the main battlefield of fundamental education, high school education is an important guarantee for training senior personnel, and senior high school teachers are the core. In addition to first-class hardware facilities, the most important part of all factors of a school is a staff which is of a reasonable age structure, comprehensive ability and qualification, clear assignment of labor and great development potential. Building such a team requires positive thinking of the education authorities: what kind of teacher echelon construction system should be built? How to guarantee the implementation of this system? How to keep the continuous improvement of this system? These questions cannot be ignored as they are closely related to the sustainable development of the school.This study, based on former researches, does a further investigation of the teacher echelon construction situation of Harbin S Middle School, trying to put forward suggestions and strategies as to how to build a relatively perfect teacher echelon. The purpose is to build a platform for teachers of all levels, to exploit the potential abilities, to improve school teaching management level and to ensure the sustainable development of high school education.The paper is divided into four parts. The first part introduces the research background, purpose and significance, and defines the related concepts and put forward the research methods of the paper. The second part analyzes the questionnaire date to get a knowledge of the present situation of the teacher echelon construction of Harbin S Middle School, especially about the integral atmosphere, the wishes of the individual and policy support. Also, this part provides the basis for in-depth study of the existing problems in this area. The third talks about the existing problems in the echelon construction in Harbin S Middle School and analyzes the causes from the aspects of social level, school level, teacher level and policy level. The fourth part is mainly putting forward strategies respectively from the improvement of the education policy, management awareness of school, personal pursuit and system formulation. The aim is to cultivate a high-quality high school teacher team, sustaining the right direction of development of senior middle school education.
