Athletic is the mother of sports, which play a key role in every sports project. Whatever in The Olympic Games, the Asian Games, the National Games, or the Provincial Games, athletic is the project which produce the most gold medals and owns the most effect. So it calls "own athletic, own the world". This research paper is from the perspective of the human resources. And it uses the methods of document literature, the questionnaire survey, mathematical statistics, expert interview, logical analysis and so on. It analysis and settles of the Fujian situation, climate, latitude and the others about natural resouce. It also analysis about the human resouces of coach and athletes and the athletic talents’training modes. It dissects the problem of Fujian track and field construction and puts forward suggestions and measures. Thus it offers the true and detailed data for Fujian track and field echelon talents’training. In order to highly promote Fujian track and field sports’development, it offer the basis of theory and pratice. The main conclusions:1、The geographic, climate, and latitude in Fujian have unique natral resouces advantage. If we fully mining these advantage resources, it will be vrey important to Fujian track and field echelon talents’training.2、The artistic level of Fujian athletic is above the average. The seventh sports is in downturn. It appears achelon fault and the advantage disappears. In the eighth sport, it revives, but it has long way to go.3、Every echelon athletes have great interest in athletic training. About the math situation, which the athletes less attend the second and third sports. And every echelon athletes have contradiction on learning and training. And their learning time isn’t enough and their cutural quality is low. But coach and athlete all attach important to cultural learning. It is inevitable choice to carry out combination of sports and education, and to improve athletes’science and cultural attainment, and to improve sports training quality. It is also necessary to go with the path which combine sports and education, and combine learning and training.4、The coaches’s age structure and title status are reasonable. But it still exists a lot of older coaches. On the whole, the coachers in Fujian present younger situation. The on-the-job training is less. The basic three-line team training is seriously insufficient.5、It need to perfecting the system of Fujian track and field echelon personnel training. It should take the scientific and systematic training to track and field athletes. We should also pay attention to scientific and cultural cultivation and keep combining sports and education, and deepen reform of the system. In addition, it should further improve competition system which combine with athletes’ training and cutural learning.
