Since the new curriculum reform of basic education in 2001, the concept of "Curriculum Resources" remains a high level of research heat which derives many related research achievements in various disciplines. Studies about "The Development and Utilization of Curriculum Resources" expose some problems within primary and secondary teacher groups, such as the weak awareness and insufficient ability of developing curriculum resources as well as the low curriculum resource utilization, and so on. We tend to believe that the development and utilization of curriculum resources belong to behavior category. The psychological research results point out that consciousness drives behavior while behavior is the external manifestation of consciousness. Therefore, it helps to promote the development and utilization of curriculum resources by focusing on the relationship between the primary and secondary school teachers’ curriculum-resource awareness and their behavior in development and utilization process.This research found that the current level of consciousness of curriculum resources from primary school teachers is well ahead of their practical behavior of exploiting and utilizing curriculum resources. The inconsistency between teachers’ curriculum-resources consciousness and behavior is due to the following reasons in three ways: First, the poor development level of teaching specialization and teacher themselves; Second, heavy tasks of teaching and managing students have caused teachers’ ignorance of curriculum resources; Third, the objective limits of school conditions. Aiming at these three aspects, this study puts forward two practicable suggestions to teachers and schools.From the teachers’ perspective, they should continuously improve education and professional knowledge, enhance the consciousness and capacity of curriculum resource development on the basis of accelerating self professional development. As for schools, it is essential to advance teaching facilitates and create more upgrading opportunities for teachers.
